Austin medical billing: Dell Seton, Central Health MAP and Travis County payers

Austin billing turns on one public-private arrangement: Central Health, the Travis County hospital district, runs a coverage program for low-income residents while Ascension operates Dell Seton, the teaching and trauma hospital. That split decides who pays for low-income patients and who bills what. This page covers those Austin facts, and the Texas page holds the state rules.

In short: in Austin, a claim can belong to a hospital, a Dell Medical School faculty group, Texas Medicaid or Central Health's Medical Access Program, and each has its own filing route. MAP claims carry a 95-day limit, payer ID TCMAP and a Trizetto clearinghouse path, and Dell Seton's teaching and trauma roles add billing entities to one stay.

Which Austin hospitals and payers shape billing?

CMS Care Compare, in the Hospital General Information file last modified July 22, 2026, lists 14 Travis County hospital records from Ascension Seton, St. David's, Baylor Scott and White, Dell Children's and others. Seven carry a voluntary nonprofit label, five are proprietary, one is physician-owned and one is state-owned.

The table gives CMS's ownership label for the main acute-care and children's hospitals. It says who owns the certification, not who bills, so the last column is a question for your own contract file.

Ascension Seton Medical Center Austin and Ascension Seton NorthwestVoluntary nonprofit, privateWhich Ascension entity and certification number is on the claim for each campus?

Dell Children's Medical CenterVoluntary nonprofit, private (children's hospital)Dell Children's Health Plan covers STAR and CHIP, so check the child's plan before the filing clock.
The Hospital at Westlake Medical CenterPhysicianIs it enrolled and contracted separately from the large systems?

For the commercial side, start with the Blue Cross Blue Shield of Texas guide, because UT Medicine lists several Blue Cross products among the plans it accepts, and the Medicaid guide for managed care.

What does Dell Seton's trauma status and ownership structure mean for claims?

Dell Seton Medical Center is Ascension's teaching and safety-net hospital, and Ascension describes it as a Level I Trauma Center, Burn Center and Comprehensive Stroke Center. Ascension's emergency page says it is the only Level I Trauma Center in the region, and that Dell Children's Medical Center is the only Level I pediatric trauma center in the region.

Central Health describes the ownership split in a January 24, 2023 press release. After Central Health was formed it acquired the property where University Medical Center Brackenridge sat, and under a lease Ascension continued to operate that hospital. Ascension later affiliated with Dell Medical School at The University of Texas at Austin as part of building Dell Seton, and Central Health says that in operating Dell Seton Ascension stands in for Central Health, as the local hospital district, in providing care to residents with low income.

The same release announced that Central Health had sued Ascension over those obligations. Central Health's site states no outcome. Ask both organizations for the current agreement before you assume which entity pays for an indigent patient's stay.

For billing, the practical result is that a Dell Seton patient can hold a Central Health MAP card, a Seton Health Plan card, Medicaid or commercial coverage, and Central Health's own claims page keeps those routes separate. Verify eligibility on the payer first, as covered under eligibility verification.

How are Central Health MAP claims handled?

MAP claims go to Central Health within 95 days of the date of service, unless a service agreement says otherwise. Central Health's provider handbook claims page, last updated June 9, 2026, lists the electronic route: payer ID TCMAP, Trizetto as the clearinghouse, and group IDs 53210000 for MAP, 53230000 for MAP Basic and 53220000 for MAP Basic Dental Only. Paper claims go to P.O. Box 17337, Austin, TX 78760.

MAP is the Medical Access Program, a local coverage program for Travis County residents with low income. Central Health says an uninsured resident with income at or below 200 percent of the Federal Poverty Level qualifies if other criteria are met, and eligibility is based on income received in the last 30 days. The program covers primary care, prescriptions, specialty care and hospital care.

Three details trip up billers.

  • Providers contracted with Ascension Seton or Seton Health Plan are sent to a separate Seton page for claims and payment, not to the Central Health portal.
  • If a MAP member becomes eligible for other coverage, the handbook says the new coverage is primary and earlier Central Health payments should be refunded, with a check, the member's MAP ID, the dates of service and a letter.
  • Central Health is not associated with the Central Health Medicare Plan based in California, and the handbook gives that plan separate contact details.

Because the handbook makes other coverage primary once it exists, run a coverage search on every MAP claim before you submit, and keep the 95-day clock in your work queue.

How do Dell Medical School faculty practice claims differ from hospital claims?

Faculty practice claims come from UT Medicine, not from the hospital. Dell Medical School says its faculty physicians, residents and fellows practice in community settings across Central Texas, from CommUnityCare Health Centers to Integral Care, and that many also provide care at Dell Seton, the primary teaching hospital affiliated with Dell Med.

That means one Dell Seton admission can produce a facility claim from Ascension and professional claims from UT Medicine. UT Medicine publishes its own insurance list. It includes Medicaid through TMHP, Medicare Part B fee-for-service through Novitas, TriWest, several Blue Cross, Aetna, Cigna, Humana and United Healthcare products, Dell Children's Health Plan and Superior for STAR and CHIP, and MAP and MAP Basic limited to named services such as advanced imaging, women's health and ophthalmology.

That last line matters: MAP coverage at UT Medicine is limited to named service lines, so a MAP card does not mean every UT Medicine service is covered. Check the handbook and the service line before you bill.

A teaching hospital that is also a trauma center does not change a filing deadline. What it changes is the number of billing entities on one encounter. For the facility side, see hospital and facility billing.

Which Medicaid managed care plans serve Travis County?

Confirm the official Travis County plan list with Texas Health and Human Services. Plans and providers publish at least these: Dell Children's Health Plan, Superior HealthPlan and the Blue Cross and United Healthcare Medicaid products.

Dell Children's Health Plan says it serves STAR and CHIP members, including newborns up to age 20 and pregnant women, in Bastrop, Burnet, Caldwell, Fayette, Hays, Lee, Travis and Williamson counties. Superior HealthPlan's provider site carries a notice for providers in the Travis Service Delivery Area. UT Medicine lists Blue Cross Blue Shield Medicaid (STAR, STAR PLUS, CHIP, STAR Kids) and United Healthcare Community Plan Medicaid among accepted plans.

All of these follow the Texas Medicaid 95-day limit on the Texas page, and Medicaid is billed to the patient's plan, not to Central Health. Confirm the member's plan on the day of service.

The Texas rules behind the Medicaid and Medicare rows are on the Texas page. Other Texas metros are covered in San Antonio, Houston and Dallas, and all states are on the states hub.

Does an Austin ER group use TDI mediation or federal IDR?

It depends on the plan, not on Austin. Fully insured plans regulated by the Texas Department of Insurance follow Texas mediation or arbitration, and plans the Texas law does not reach follow federal IDR. Ascension and the other systems above bill under the same pathways as any Texas provider.

The Texas page explains Chapter 1467, and the state surprise billing laws page shows how the state and federal systems fit together.

Still have a question?

Ask a billing lead directly. A 20-minute call, Monday to Friday, 9am to 5pm Eastern.

01How are Travis County indigent and Central Health MAP program claims handled at Dell Seton?

MAP claims go to Central Health within 95 days, electronically under payer ID TCMAP through Trizetto, or on paper to P.O. Box 17337, Austin. Providers contracted with Ascension Seton or Seton Health Plan use separate Seton routes for claims and payment. Verify MAP eligibility before billing.

02How do trauma and burn center claims at an academic hospital in Austin get coded and billed?

Texas sets no Austin-specific coding rule. Dell Seton's facility claims go on the UB-04 and physician claims on the CMS-1500, billed by different entities. Trauma or burn status does not change the payer or the deadline, so code each claim under the billing entity's own rules.

03Does an Austin ER group use TDI mediation or federal IDR for out-of-network claims?

It depends on the plan, not the city. Fully insured, TDI-regulated plans use Texas mediation or arbitration, and plans the Texas law does not reach use federal IDR. Check the plan type on the card before you start either process, and see the Texas page for deadlines.

04How do UT Austin Dell Medical School faculty practice claims differ from hospital claims?

Faculty practice claims come from UT Medicine, while Ascension bills the hospital. Dell Med says its faculty practice at Dell Seton and in community clinics. One admission can therefore produce separate facility and professional claims, each with its own payer list, filing process and denial work.

05Which Texas Medicaid managed care plans operate in Travis County?

Dell Children's Health Plan says it serves STAR and CHIP in Travis County, Superior HealthPlan has a Travis Service Delivery Area, and UT Medicine lists Blue Cross and United Healthcare Medicaid products. Confirm the current list with HHSC before you assume a plan serves a given patient.

06What changes when a hospital in Austin is both a teaching hospital and a trauma center for billing?

The filing deadlines and payers stay the same. What changes is how many entities bill one encounter: the hospital for the facility, the faculty practice for professional services, and possibly an emergency physician group. Teaching or trauma status does not alter a deadline.

07What is the Central Health MAP filing deadline and payer ID?

MAP claims must be submitted within 95 days from the date of service unless a service agreement says otherwise. The electronic payer ID is TCMAP and the clearinghouse is Trizetto, per Central Health's June 2026 handbook page. Group IDs differ for MAP, MAP Basic and MAP Basic Dental Only.

08Who is eligible for MAP, and how is it verified?

Central Health says uninsured Travis County residents with income at or below 200 percent of the Federal Poverty Level qualify if they meet other criteria, using income received in the last 30 days. Verify eligibility through Central Health's provider portal, or Chassis for Ascension and Seton staff.

09Is Dell Seton the only Level I trauma center in Austin?

Ascension says Dell Seton is the only Level I Trauma Center in the region and that Dell Children's is the only Level I pediatric trauma center. Check the state designation list for the current status before you cite it in a payer letter or appeal.

10What happened in the dispute between Central Health and Ascension?

Central Health said in a January 24, 2023 press release that it sued Ascension over its contractual obligations to care for residents with low income. Central Health's site states no outcome. Ask each organization for the current agreement if it affects your payer routing.
